Upgrade Qt (via Qt/WebKit via LLQtWebKit) to v4.7.1, addition of new Web content floater and numerous LLQtWebKit / media plugin related fixes

Three main pieces of work in this branch.

1/ Upgrade of Qt (and therefore Qt/WebKit which we use to build LLQtWebKit) to the most recent version (4.7.1) NOTE: the Linux build as of this merge is still using v4.6 but this will be rectified shortly.

2/ Addition of a new (purely) Web based floater. Main reason for this is to support upcoming work. Ideally, this floater will entirely replace the flawed media floater once the branch is stable.

3/ Numerous bug fixes and polist in LLQtWebKit, the WebKit media plugin and related areas of the  viewer.

I can't see any problem with this code wise. I'll run a test build before doing final integration though.
